The first is a new improved menu toolbar. Well, improved might be a subject term. To be perfectly honest, it doesn't appear to add a whole lot of new features. But it looks far more like the menu toolbar you'd expect to find in a desktop application, complete with File, Edit, Insert, Format, Tools, and Table options.
